To qualify in the Federal skilled worker class (outside of Quebec), the applicant must meet the following criteria:

have an offer of arranged employment (click here for details on arranged employment), OR
is a foreign national who has been living legally in Canada for one year as a temporary foreign worker or an international student, OR
is a skilled worker who has at least one year of experience in one or more of the occupations listed here (occupations in demand).

and also have to meet the following minimum requirements to qualify as a federal skilled worker:

have at least one year of continuous full-time paid work experience or the equivalent in part-time continuous employment, AND
their work experience must be Skill Type 0 (managerial occupations) or Skill Level A (professional occupations) or Skill Level B (technical occupations and skilled trades) on the Canadian National Occupational Classification list, AND
must have had this experience within the last 10 years.

If you meet the minimum requirements for this class, you should take the CIC Immigration Canada self-assessment test first to see if you score the necessary mark of 67 points or more to qualify for permanent residence:
