last internal audit in April 2006
ranks # 15 out of 44 visa post

The mission in Manila operated a satellite office in Tokyo until December 2008. After this date Tokyo became a full service immigration center. Even with this change and move of some staff, the mission in Manila is above average and processes applications relatively fast. The mission also has the habit of asking for the passport at the beginning of the process (for spousal class), which generally cuts processing times by a month.

VISA OFFICE
MEXICO CITY, MEXICO

(CIC region: Americas)

staff: 3 (+2 visitor visas only) Canadian based / 9 local staff
last internal audit in April 2006
ranks # 27 out of 44 visa posts

The mission in Mexico City only processes applications from Mexico and interviews are only conducted in Mexico City, even though there are several consulates in Mexico. The mission is bellow average when it comes to processing times even though CIC has recently added two Canadian based officers to cope with the new Visitor Visa requirements for Mexican citizens. Note: Applications for an ARC (Authority to return to Canada) take currently around 15 month (without any clear reason why) and make Mexico City the slowest office for those applications.

VISA OFFICE
NAIROBI, KENYA

(CIC region: Africa / Middle East)

staff: ? Canadian based / ? local staff
no recorded audit since 2000
ranks # 44 out of 44 visa posts

The office in Nairobi processes applications from 17 countries covering the vast majority of states in Central Africa. We have currently no information on the level of staff and there has not been any audit in the last 9 years. We assume the office is understaffed and with such a humongous and divers territory to cover, it is no surprise, that the Nairobi mission is ranked last of all 44 CIC visa posts. Processing times are easily 2 to 3 times the overall average.
